Mamdani’s $5.2M “Mass Engagement” Office Sparks Propaganda Concerns

New York City Mayor Zohran Mamdani is facing mounting criticism over plans to spend $5.2 million in taxpayer money on his newly created Office of Mass Engagement, a controversial initiative that critics say resembles a political propaganda operation more than a legitimate city service, according to the NY Post. The spending, detailed in the city’s recently released executive budget, has sparked sharp backlash over priorities at a time when the city continues to face major fiscal pressures.

The NY Post reported that the office’s staffing and salary costs have ballooned dramatically in just a matter of months.

When the initiative was first reported earlier this year, the Office of Mass Engagement was expected to employ 14 workers at a cost of roughly $1.6 million. But according to updated budget figures cited by the NY Post, the office is now projected to employ 40 staffers with more than $5.1 million earmarked for salaries alone — a staggering 175% increase from the original estimate.

The average salary for the new hires is expected to be about $125,000, according to the NY Post.

An additional $30,000 has also been allocated for non-staff operational expenses.

The NY Post reported that the office’s total budget now exceeds what some entire city agencies receive, including budgets for the Board of Corrections, the Community Affairs Unit, and the Office for People with Disabilities.

That comparison has fueled criticism that the mayor is diverting taxpayer dollars toward what opponents describe as a messaging machine designed to promote his political agenda.

Democratic political consultant Hank Sheinkopf blasted the spending in comments reported by the NY Post, calling it “purely politics” and questioning why millions are being directed toward what he characterized as a propaganda-style operation while New York faces real service demands and budget challenges.

According to the NY Post, critics argue the office appears designed to amplify Mamdani’s political messaging under the banner of public outreach.

The stated purpose of the Office of Mass Engagement is to increase civic participation and involve more New Yorkers in city policymaking. City Hall has defended the initiative as a nonpartisan effort to strengthen public engagement and improve communication between residents and local government.

But the NY Post noted that skeptics have raised concerns about how the office is being staffed and how closely its mission overlaps with political campaign-style organizing.

Among the hires already announced are individuals with direct ties to Mamdani’s political operation, including his former campaign field director, according to the NY Post.

The office is also reportedly behind “Organize NYC,” an outreach effort aimed at mobilizing support for the mayor’s proposed rent freeze agenda.

Critics cited by the NY Post say the structure and mission of the office resemble a taxpayer-funded political organizing apparatus rather than a traditional municipal department.

The controversy comes as Mamdani’s administration continues to face scrutiny over spending priorities, including other costly initiatives
