(JEWISH VOICE NEWS) New work requirements for able-bodied adults without dependents (ABAWDs) receiving SNAP benefits in New York have officially gone into effect. Identified ABAWDs will need to comply with the updated rules starting March 1, 2026, or risk losing benefits.

Under the new regulations, ABAWDs must complete at least 80 hours per month of work, volunteering, education, or approved training to remain eligible for SNAP. Groups that were previously exempt — including veterans and homeless individuals — are now required to meet these conditions.

Those who fail to comply with the new requirements for three months within a three-year period could have their benefits suspended. New Yorkers are encouraged to review any notifications from the Human Resources Administration (HRA) regarding these changes.

Who is considered an ABAWD?
According to the HRA, ABAWDs are adults between 18 and 64 who do not live with a child under 14, are not pregnant or caring for someone who cannot care for themselves, and do not have physical or mental barriers that prevent them from working.

Work Requirements for ABAWDs:
To remain eligible for SNAP for more than three months in a three-year period, ABAWDs must:

  • Work or perform “in-kind” work for at least 80 hours per month (approximately 20 hours per week).

  • Participate in HRA-approved employment or training programs, including WIOA or veterans’ programs.

  • Engage in HRA-approved work experience or community volunteer activities for a number of hours equal to their monthly SNAP benefit divided by the state minimum wage.

What happens if ABAWDs don’t comply?
Noncompliance for three months within a three-year period could result in losing SNAP benefits. The HRA will send an ABAWD Work Activity Letter to notify individuals subject to the rules. Those not currently working or studying will be assigned an appointment with an approved provider to help meet the requirements, with remote options available if necessary.

Health Exceptions:
Individuals with physical or mental conditions that prevent them from meeting the work requirements can submit an ABAWD Medical Statement form completed by a healthcare professional. Forms can be submitted via ACCESS HRA, by mail, or at a SNAP center.

  • Carefully review any Work Activity Letters received from HRA.

  • Report current work, study, or volunteer hours to demonstrate compliance.

  • Submit a medical form if health issues prevent meeting requirements.

  1. NOT ONE PENNY should these scam artists receive. If they otherwise qualify for legitimate benefits, like unemployment insurance, or government charity like Welfare, that is another matter. But NO ILLEGAL ALIENS should ever receive an any money intended for legal law abiding beneficiaries. (Trump and Republicans have betrayed their promise to deport millions of them.)
