In what is rapidly becoming a digital crisis, TikTok has been overwhelmed by a torrent of racially offensive videos generated by Google’s state-of-the-art AI model, Veo 3—a situation that has sparked fierce public outcry, internal turmoil within the tech industry, and fresh scrutiny of generative AI’s role in fueling online hate.

Despite its cutting-edge design and lofty marketing as an “ethical-by-design” model for generating high-resolution videos, Veo 3 has become the unlikely engine powering a new wave of viral but deeply problematic content. These videos—many of which depict distorted, caricatured, or stereotypical portrayals of racial and ethnic minorities—are surfacing on TikTok at an unmanageable pace. Moderators, overwhelmed by the sheer volume and speed of uploads, are struggling to contain the spread.

According to multiple sources within both the AI and content moderation communities, the situation is not merely one of policy oversight—it reflects a structural failure in the deployment of large-scale generative models into socially unregulated environments.

When Google unveiled Veo 3 in early 2025, it promised “cinematic-level video generation” using natural language prompts. The model, lauded for its ability to render scenes with unprecedented realism, quickly became a favorite among creators, educators, advertisers, and artists. Yet within weeks of its release to developers, a darker pattern began to emerge.

Prompts involving race, nationality, or ethnicity—often innocuous in phrasing—began producing videos with exaggerated physical features, hostile cultural symbolism, and in some cases, outright violent imagery. Some of these outputs appear to be rooted in latent biases from training data scraped from the open internet, a problem long recognized but not fully solved in generative AI research.

“What we’re seeing is a sophisticated model being used with crude intent,” said Dr. Layla Sen, a researcher at MIT’s Center for Responsible AI, in an interview. “The problem isn’t just that Veo 3 can produce offensive content. It’s that the design allows it to do so without guardrails robust enough to prevent misuse.”

TikTok, already under fire globally for its handling of disinformation and political propaganda, now faces a new genre of platform risk: mass-uploaded, AI-generated racist content with aesthetic polish and meme-like virality.

According to an internal report leaked to The Information, TikTok’s trust and safety teams have recorded a 60% spike in video uploads suspected of violating racial hate speech policies—much of it tied to identifiable Veo 3 signatures embedded in the metadata of the videos. This deluge has exposed deep vulnerabilities in the platform’s moderation infrastructure, which still relies heavily on human flagging and basic pattern recognition.

More troubling, TikTok’s algorithms have inadvertently amplified some of the worst offenders, mistaking their visual sophistication and user engagement for positive signals. The result: videos that reinforce harmful stereotypes have been served to millions before being taken down—if at all.

TikTok and Google have both issued public statements in recent days. TikTok’s spokesperson acknowledged “a significant increase in problematic AI-generated content” and promised an “urgent review of generative content policies.” Google, in turn, stated that Veo 3 is “designed with multiple layers of safety,” and that the company “condemns the misuse of our technologies to promote hate, racism, or any form of harm.”

But critics argue such responses fall far short of the moment.

“The illusion of control has finally broken,” said Rashad Hall, a former YouTube policy executive turned AI ethics consultant. “We now have models with near-unlimited generative capacity and platforms optimized for virality. The speed at which these racist videos are being generated and shared is simply beyond what human moderation can keep up with.”

Others have noted that existing safeguards—such as prompt filtering or post-generation review—are only partially effective, especially when users learn to bypass them with coded language, visual euphemisms, or minor edits. “People are reverse-engineering Veo’s filters in real time,” said one anonymous AI developer familiar with the issue.

The growing controversy has reignited debates in Washington and Brussels about regulating generative AI. The European Commission’s AI Act, which has yet to fully enter enforcement, includes provisions for “high-risk” models—but critics say the current framework is ill-equipped to address the cross-platform, cross-border proliferation of hateful visual content.

Meanwhile, U.S. lawmakers are beginning to call for targeted investigations. Senator Alex Padilla (D-CA) and Senator Marsha Blackburn (R-TN) issued a joint statement urging the Federal Trade Commission and the Department of Justice to examine “whether Google exercised reasonable foresight in the public release of Veo 3, and whether TikTok has failed in its duty to protect users from algorithmically spread racial discrimination.”

At the same time, civil rights organizations have started mobilizing. The NAACP and the Anti-Defamation League (ADL) have both demanded that Google suspend Veo 3’s public access until more stringent safeguards are in place. In a tweet that has since gone viral, the ADL wrote: “We warned that unleashing powerful generative AI into the wild without ethical guardrails would lead to this. Now the question is—what will tech leaders do next?”

While Veo 3 is currently the focus of scrutiny, the implications of this crisis ripple far beyond Google’s walls. As more companies race to launch generative video tools—Meta, Adobe, and OpenAI among them—the need for a shared, enforceable standard for safety is becoming urgent.

“This isn’t just a Google problem or a TikTok problem,” said Dr. Sen. “It’s a global governance problem. If we don’t establish norms now, we risk normalizing digital racism at scale, dressed up in high-definition polish.”

For now, TikTok users continue to scroll—some oblivious, others outraged—past algorithmically elevated content that echoes the worst prejudices of the offline world. And as generative AI continues its rapid advance, the question looms large: Can society build faster ethical brakes than the technology it’s trying to control?
