A growing thread circulating on X (formerly Twitter) is sparking intense debate over whether the platform secretly tiers users into visibility categories that substantially restrict reach for accounts deemed “controversial,” “risky,” or “not brand-safe.” While X has not officially confirmed the existence of such a system, recent posts analyzed and summarized through Grok — the platform’s AI-driven summarization tool — offer a detailed outline of how the supposed mechanism may function and why many users believe they are being quietly suppressed.
At the heart of the controversy is a claim credited to a user named Rojas, who asserts that accounts classified as high-risk under X’s advertising and brand suitability policies are automatically placed in Tier 1 — a category that exposes their posts to only a “tiny random audience” unless they generate immediate positive engagement. According to this explanation, posts in Tier 1 must achieve meaningful likes, reposts, or comments within 60–90 seconds of being published. Failure to meet this threshold triggers rapid visibility decline, a phenomenon many X users have colloquially described as “getting shadow banned.”

The idea of a tiered visibility system is not new, but the thread has reignited public interest because of the specificity of the claims and the widespread frustration among users who feel their posts languish without explanation.
Rojas and others argue that the motive behind such a tiering system is tied directly to advertiser demands, which have historically shaped content moderation decisions across major social platforms. Even after Elon Musk’s acquisition of X, which promised openness, free speech, and “the town square” ethos, the platform still depends heavily on advertising revenue — and advertisers have expressed reluctance to appear next to political, ideological, or polarizing content.
According to the posts summarized by Grok, this pressure may be steering X toward an algorithmic approach that quietly restricts accounts that advertisers deem “unsafe,” even if those accounts fully comply with platform rules.
Users have long voiced frustration that posts with sharp political commentary or controversial viewpoints often appear stuck at low engagement, even when such posts previously performed well. Rojas’s explanation — if accurate — offers a technological rationale: these posts may be placed in a lower visibility tier until proven “safe” through ultra-fast positive engagement.
One of the most contentious elements of the claimed system is the speed requirement. If posts must prove themselves in under 90 seconds, then long-form content is disadvantaged, thoughtful commentary loses traction, nuance is replaced by “engagement hacking” and high-speed viral outrage culture becomes the default.

If the tiering system operates outside explicit rule violations, however, it would raise questions about transparency, user consent and awareness, fairness in distribution of visibility, suppression of political speech and consistency with Musk’s free-speech promises.

Followers often state that they no longer see the publication’s posts in their timelines unless they navigate to the account directly — a classic indicator of algorithmic de-prioritization.
This chronic pattern has led The Jewish Voice to conclude that it is being subjected to systematic shadow banning due to the nature of its content: pro-Israel journalism, conservative editorial positions, and unapologetic defense of Jewish sovereignty. These themes, while essential to its mission, often intersect with topics that major advertisers classify as “controversial,” placing the outlet at perpetual risk of algorithmic penalization under hidden brand-suitability rules.
The newspaper’s experience highlights a core problem with opaque algorithmic systems: voices representing minority viewpoints — particularly Jewish and Zionist perspectives — are disproportionately vulnerable to suppression. At a time when antisemitism worldwide is rising at historic levels, and when Jewish media plays a critical role in documenting threats and advocating for communal security, such suppression is not merely a technical issue.
