(TJV) The House of Representatives overwhelmingly passed a bill to crack down on drug cartel tunnels used to smuggle people and contraband across the U.S.-Mexico border—but one lawmaker stood in opposition.

Rep. Rashida Tlaib, D-Mich., was the lone dissenting vote in the 402-1 decision, according to Fox News. The bill, known as the Subterranean Border Defense Act, requires U.S. Customs and Border Protection (CBP) to submit annual reports to Congress on cartel tunnel activity and efforts to combat the underground smuggling operations.

Led by Rep. Eli Crane, R-Ariz., and co-sponsored by Rep. Lou Correa, D-Calif., the legislation had strong bipartisan support, with no other lawmakers speaking out against it. During debate, Crane cited the growing threat of tunnels, noting that more than 140 have been discovered since 1990, with activity surging by 80% since 2008.

With border crossings declining in recent months, Crane argued that cartels are likely shifting their smuggling operations underground. “I think it’s safe to assume this will drive threats to our border through these tunnels,” he said.

Despite the bill’s overwhelming approval, Tlaib was the only member of Congress to oppose it. Fox News reported that her office did not respond to requests for comment on why she voted against the measure.

The bill’s passage highlights a rare moment of bipartisan agreement in the House, where it was fast-tracked under suspension of the rules—a process reserved for widely supported legislation.
