As the Trump administration barrels ahead in its mission to dismantle the deep state—led by Elon Musk and his top-tier team of DOGE experts—the Wall Street Journal has revealed that the CIA is offering mass buyouts to its entire workforce.
On Tuesday, the CIA announced voluntary buyouts across the agency, aligning with President Trump’s push to streamline government agencies and refocus efforts, such as targeting drug cartels. Employees who accept the deal will receive about eight months of pay and benefits—a strategy many see as a prelude to forced layoffs for those who refuse. A CIA spokesperson claimed this was meant to “infuse the agency with renewed energy.” Whatever that means.
But the real bombshell? USAID’s deep-state slush fund is finally being reined in.
USAID: The Deep State’s ATM Gets Cut Off
Thousands of USAID employees are being placed on leave starting Friday night in a sweeping global order, affecting all “direct-hire personnel” except for those deemed “mission-critical.” USAID, which was recently folded into the State Department under Secretary Marco Rubio, will also be paying for the return of stationed personnel worldwide.
USAID has been completely unaccountable for decades, run by bureaucrats with agendas who believed they answered to nobody.

While USAID claims to be a humanitarian aid agency, Trump’s administration has been pulling back the curtain on its bloated and often ridiculous spending. According to @RapidResponse47, an official Trump administration account, USAID has funneled taxpayer dollars into absurd projects, including:
- $7.9 million to train Sri Lankan journalists to avoid “binary-gendered language”
- $20 million for a new Sesame Street show in Iraq
- $6 million to promote “feminist democratic principles” in digital spaces
- $10 million in USAID-funded meals that ended up in the hands of an al-Qaeda-linked terrorist group
- $25 million for Deloitte to push “green transportation” in Georgia (the country, not the state)
- $5.5 million for LGBT activism in Uganda
- $150 billion for USAID’s “climate strategy” aimed at building a “net-zero greenhouse gas” world

- $1.1 million to an Armenian “LGBT group”
- $1.2 million to help the African Methodist Episcopal Church Service and Development Agency in Washington, D.C., build “a state-of-the-art 440 seat auditorium” —
- $1.3 million to Arab and Jewish photographers
- $1.5 million to promote “LGBT advocacy” in Jamaica — $1.5 million to “rebuild” the Cuban media ecosystem —
- $2 million to promote “LGBT equality through entrepreneurship” in Latin America — $500K to solve sectarian violence in Israel (just ten days before the Hamas October 7 attack)
- $2.3 million for “artisanal and small scale gold mining” in the Amazon — $3.9 million for “LGBT causes” in the western Balkans
- $5.5 million for LGBT activism in Uganda
- $6 million for advancing LGBT issues in “priority countries around the world”
- $6.3 million for men who have sex with men in South Africa
- $8.3 million for “USAID Education: Equity and Inclusion”
- USAID’s “climate strategy” outlined a $150 billion “whole-of-agency” approach to building an “equitable world with net-zero greenhouse gas emissions.”
The sheer scope of USAID’s wasteful spending is staggering. For decades, bureaucrats funneled billions to pet projects and foreign interests with zero accountability—but those days are over.
Now, under Trump’s leadership, USAID is being stripped down to its core mission, leaving deep state operatives scrambling. The message is clear: The taxpayer-funded slush fund is closed.
